Fighting in Mindanao continues, displacement worsens

Renewed clashes between government forces and the Moro Islamic Liberation Front (MILF) prompted the residents of Barangay Tee, Datu Piang in Maguindanao, to leave their community on Sunday evening, 07 September.

Military air strikes in Datu Piang allegedly killed six civilians including two children and a pregnant teenager. Internally displaced persons (IDPs) who returned to their houses last week went back to the evacuation centers.

Police said that on 05 September, Muslim rebels stopped and took the food aid from a United Nations convoy. The food supplies were intended for those who were displaced by the continued hostilities in the South. The National Disaster Coordinating Council (NDCC) advised humanitarian organizations and agencies to ensure appropriate coordination with the Office of Civil Defense (OCD) Regional Offices in Northern Mindanao, SOCCSKSARGEN, and the Autonomous Region in Muslim Mindanao (ARMM), to ensure the safe access and delivery of relief goods.

The NDCC reported that there are 71 fatalities and 99 injured individuals.

The number of the affected population increased to 511,090 individuals or 107,224 families. Currently, 128 evacuation centers provide shelter to 20,313 families or 100,642 persons. At least 54,279 families more or 264,370 persons are staying with relatives and friends.

Local health officials conducted vaccination programs in evacuation centers serving around 350 children from six months to five years old. The medical-dental caravan, organized by the Provincial Disaster Coordinating Council (PDCC) of Lanao Del Norte, served at least 11,898 IDPs in Lanao del Norte. In some areas, provision of psychological services and stress debriefing activities has started.

At least 202 houses are beyond repair while 73 more are partially damaged. The estimated cost of damages in infrastructure and agriculture are Php 38.53M and Php 82.95M, respectively. On the other hand, the total assistance provided by NDCC and partner NGOs, INGOs, and UN System is Php 60,668,285.49.

Libungan, Cotabato was declared under state of calamity on 20 August 2008 under Sangguniang Bayan Res. No. 08-116.

Resource Mobilization for the province of Lanao.  Their local partner is Asia America Initiative with assistance from the Campus Military Office of the Armed Forces of the Philippines. 
Coca-Cola Foundation  Coca-Cola donated Wilkins distilled drinking water for 12,000 families.  Through the Philippine National Red Cross in Cotabato City. 
Corporate Network for Disaster Response (CNDR)  Facilitates information sharing and coordination of relief efforts. CNDR’s assistance will be coursed through ABS-CBN Sagip Kapamilya.  In partnership with the ABS-CBN Sagip Kapamilya. 
GMA Kapuso Foundation*  Established evacuation center at PNRC compound in Iligan City, Lanao del Norte and served other evacuation centers: at Linamon Central school, Sambuan Elementary school, Madarasa Evacuation Center, Cabaro Evacuation Center, Bacolod Evacuation Center.

Relief assistance to 3,500 families

Released 100 packs of food supplies consisting of bags, papers, notebooks and pencils intended for the school children of conflict-affected areas.

Distributed food items to the IDPs of Datu Piang, Magunidanao.

DSWD-ARMM distributed non food items. 
Will help organize volunteers among employees. 
MFI Foundation*  Soliciting and Coordinating relief goods donations.  In partnership with DSWD AND/OR GMA7 AND/OR ABS-CBN. 
Organized volunteers from MFI employees and MFI scholars for repacking of relief goods for distribution. 
Petron Corporation / Foundation  Turned over 1000 packs of relief goods for the affected families in Lanao and Cotabato to Gen. Leopoldo Bataoil, PNP Director General for Police Community Affairs.   The goods were delivered to Camp Crame through the Directorate for Police Community Relations (DPCR). 
PBSP  Mobilizing relief assistance from its members and partners for Sarangani, specifically Maasim, Sarangani.  PBSP has partnered with Sarangani PDCC and PSWDO. 
Smart Communications and PLDT  Distributed relief goods last August 20 in Iligan City and Ozamis City through the local chapters of the Philippine National Red Cross.

At least 191 families in Carmen Annex Elementary School and 159 families in Maningcol Elementary School will be served in Ozamis City with canned goods and noodles while 333 families more in Iligan City Central School will be served in Iligan City with canned goods and sugar.

CNDR continues to facilitate information-sharing and coordination of relief efforts. The Network’s assistance will be coursed through ABS-CBN Sagip Kapamilya.

Interested donors may donate in the form of cash; food; non-food items (tents, mats, blankets, personal hygiene kits, kitchen utensils, etc); water, sanitation, and hygiene items (portable latrines, jerry cans, oresol, chlorine tablets, etc); and medicines.
