Situation Report No. 1 on Typhoon Juan

Situation Overview
Typhoon Juan (International Code Name “Megi”) entered the Philippine Area of Responsibility on October 16, Saturday, 1 AM having a speed of 20 kph moving northwest, with maximum sustained winds of 140 kph near the center. As it moves closer to Northern Luzon, the cyclone has gained strength.
By October 17, “Juan” has intensified into a super-typhoon with maximum sustained winds of 225 kilometers per hour near the center and gustiness of up to 260 kph. By 4 pm, “Juan” is 390 km East of Aparri, Cagayan.
“Juan” made landfall October 18, 11:25 am in Sierra Madre Mt. Estagno Pt. at Divilican Peak in Isabela with maximum winds of 225 kilometers per hour, with gusts of 260 kph.
Authorities placed Isabela under state of calamity before noon as “electric posts were toppled down and many trees were uprooted” and closing the entry and exit points in Isabela (SunStar). Gov. Faustino Dy III declared the province under state of calamity so that the province can use 5% calamity fund to respond to the situation (DZMM).
As of 4:00 PM Monday, “Juan” is located 60 km southwest of Tuguegarao City (17.4°N, 122.1°E). “Juan” is moving west southwest at 19 kph with maximum sustained winds of 180 kph near the center and gustiness of up to 215 kph. Possible exit is La Union-Iocos Sur Area.
Recorded Rainfall for the past 6 hrs., as of 8 am: Tuguegarao 54mm; Aparri 17mm; Baguio City 28mm; and Baler, Aurora 10mm (ANC).

Initial Effects
Affected Population
A total of 781 families or 3,687 individuals from Regions I, II, and CAR evacuated due to Typhoon “Juan”.
In the latest NDRRMC Situation Report, as of 4 pm today, a total of 139 families or 556 individuals from La Union and Pangasinan have already evacuated. In Isabela, at least 61 families or 320 individuals have evacuated, while in Cagayan, there are already 576 family evacuees or 2,786 individuals.
In the Cordillera Region, on the other hand, 5 families or 25 individuals from Kalinga have evacuated. There are also evacuees from Benguet but the numbers are yet undetermined.
Casualties
Office of Civil Defense Usec. Benito Ramos confirmed one death in Cagayan, identified as Vicente Decena of Barangay Namabbalan Norte, Tuguegarao City.
There is also one reported case of injury. According to NDRRMC, a child in Sta. Ana, Isabela was hurt by a fallen live wire and suffered minor wounds.
Stranded Passengers
A total of 274 passengers were stranded from different parts of Luzon. As of 4 PM, 180 passengers were stranded in seaport of Batangas, 51 in Aparri, and 33 in Puerto Real, Quezon.
There are also stranded motorists in Maharlika Highway, particularly in Gamu, Isabela due to fallen trees (DZMM).
Cancelled Flights
A total of 9 domestic flights and 1 international flights have been cancelled due to typhoon. Cebu Pacific has cancelled round trip domesticflights: 5J196/197 Manila – Cauayan, 5J508/509 Manila – Tuguegarao, 5J404/405 Manila – Laoag, and an international flight: CRK Macau-Laoag.
Air Philippines, on the other hand cancelled two domestic flights: 2P-014 – Manila – Tuguegarao, and 2P-015 – Tuguegarao – Manila while, Sea Air also cancelled two domestic flights: DG-605 – Manila – Basco, Batanes; and DG-606 – Basco, Batanes – Manila.
Lastly, Philippine Airlines also cancelled flights PR 228/229 Manlia Laoag, and Laoag Manila, respectively.

- Manila North Road km 429+735 in Brgy. Sagayaden, Cabugao – one lane passable.
- Benguet-Dalupirip Itogon and Nueva Vizcaya-Benguet Road closed due to landslide.
- Claveria-Calanasan Rd. km 668+000 Mabanog Section in Apayao closed to traffic due to slides.
- Lenneng-Cabugao Road also in Apayao closed due to slides.
- Mt. Province-Calanan Boundary Calaan Road km 483+040 – 483+060, Bannagao Secion km 492+100 – 492+800 Dalimono Section – one lane closed due to slides,
- Halsema Highway is still open.
