TROPICAL STORM FRANK
On 19 June 2008, Tropical Depression “Frank” (Fengshen) intensified into a storm, Public Storm Signal Number 1 was raised in some areas of Visayas and Mindanao. However, in Metro Manila many residents had been caught unprepared as the storm, made an unexpected shift and battered Metro Manila.
According to the National Disaster Coordinating Council (NDCC) report dated 06 July 2008, TS Frank left on its path at least 838,541 families or 4,195,605 individuals affected in 5,788 barangays, 415 municipalities and 53 cities in 49 provinces across 15 regions.
A total of 515,888 families or 2,442,701 were displaced. Of the number, at least 8,173 families or 38,985 individuals are still in 125 evacuation centers.
There were 557 fatalities, 399 of whom are already identified while 158 were recovered bodies. This does not include the victims of the sunken M/V Princess of the Stars. At least 820 were injured while 26 are still missing.
A total of 376,104 houses incurred damages. Of the number, at least 288,836 were partially damaged while 87,268 more were beyond repair.
Estimated cost of damages already reached P11,583,439,93 (P 11.583 billion). Damage to agriculture and production losses was placed at P7,577.391M while damage to infrastructure was placed at P4,006.048M.
Two (2) NFA warehouses in region 6 were damaged due to flashfloods where estimated quantities of 200,000 bags of rice were damaged.
Based on the assessment of the Department of Education as of July 3 , 2008 there are 1,936 school buildings damaged in Regions I, III, IV-A, IV-B, V, VII, VIII and ARMM with an estimated cost of damage of P686,140,593.00.
Portions of Iloilo and Aklan water systems were damaged as reported by the WASH (Water, Sanitation and Health) Team. The submerged Metro Kalibo Water District Pumping Station is now operational. The Metro Iloilo Water District (MIWD) is presently conducting repair and rehabilitation of the water supply main line in the province of Iloilo and Iloilo City. However, the repair of the Iloilo City water system will take 4 to 6 months.
In Region XII, Integrated Provincial Heath Office (IPHO)-Cotabato provided chlorine for potable water requirements of the evacuees.
A total of 301 maritime incidents (excluding the sinking of the MV Princess of the Stars) have been monitored/reported by the Philippine Coast Guard that resulted to 54 fatalities and 222 people missing.
The total estimated cost of assistance was reported at PhP85,566,423 with the following breakdown: NDCC – PhP 16,507,125; Department of Social Welfare and Development (DSWD) – PhP 31,906,915; Department of Health (DOH) – PhP 15,611,09; Local Government Units (LGU) – PhP 19,197,403; and Non-Government Organizations (NGO) – PhP 2,343,880
