			<content:encoded><![CDATA[<p>At 11:49 AM today, a 6.9 magnitude quake hits Visayas region killing one child in Negros Oriental hit by a collapsed concrete wall.</p>
<p>According to <a href="http://earthquake.phivolcs.dost.gov.ph/update_SOEPD/2012_Earthquake_Bulletins/February/2012_0206_0349_B2.html" target="_blank">Phivolcs</a>, the epicenter is located at 5 km N 41° W of Tayasan Negros Oriental. The quake is tectonic in origin and has a depth of 10 km. Intensities recorded were as follows:</p>

<li>Intensity VII in Dumaguete City</li>
<li>Intensity VI in La Carlota City and La Castellana, Negros Occidental</li>
<li>Intensity V in   Roxas City; Dao and Ivisan, Capiz; and Iloilo City</li>
<li>Intensity IV in San Jose de Buenavista and Pandan Antique; Ayungon, Negros Oriental; Kalibo, Aklan; Sagay, Negros Occidental; and Dipolog City</li>
<li>Intensity III in   Butuan City, Agusan del Norte; Legaspi City, Albay; and Carmen, Cagayan de Oro</li>

<p>As of 1PM, there are already 16 aftershocks recorded. Classes and government offices in Dumaguete and Iloilo cities were already suspended.</p>
<p>Meanwhile, Tsunami Alert level 2 is issued 12:05PM but there is no evacuation order. The public are only advised to stay away from shorelines. Department of Transportation and Communication has advised the Philippine Coast Guard to prevent fishermen from sailing while Alert Level 2 is raised (<a href="https://twitter.com/#!/ANCALERTS" target="_blank">ANCAlerts</a>). At 2:30PM, Phivolcs already cancelled tsunami alert.</p>

<p>A Memorandum of Agreement was signed for the Noah’s Ark Project in Bayanan, Muntinlupa City between CNDR and PTC-CSJ Foundation on January 16, 2012.  With the goal of helping Barangay Bayanan achieving zero casualty in times of disasters by developing the culture of disaster preparedness among its leaders and constituents, the signing of the MOA officially signaled the partnership between CNDR and PTC-CSJ Foundation.  Representing CNDR during the MOA signing was Mr. Mon Isberto, President of the Board of Trustees, and PTC-CSJ Foundation President Carla S. Limcaoco on behalf of the donor.</p>
<p>Signing took place at the PTC-CSJ Foundation office in Makati City witnessed by CNDR Executive Director Hilda Tabar-Cleofe and PTC-CSJ Foundation Executive Director Flory A. Tabio. Also in attendance were Mabel Q. Apostol, Program Manager for CNDR’s Community Based Disaster Risk Management, and Bayani U. Barcenas, Project Officer for Noah’s Ark Project in Bayanan, Muntinlupa City.</p>
<p>The Noah’s Ark Project will be implemented by CNDR in partnership with the Barangay DRRMC of Bayanan, Muntinlupa City. The project will run from January to June 2012 and will initially cover the three flood-prone and critical areas of Alabang-Bayanan Boundary, Vivo Compound, and Bayanan Baywalk.</p>

			<content:encoded><![CDATA[<p>In light of the declaration of State of National Calamity, CNDR once again calls onto its members to aid the victims of Tropical Storm Sendong in southern part of the Philippines.</p>
<p>In the latest report from NDRRMC, a total of 388,415 families or 63,079 individuals have been affected by the said cyclone. Of the total affected population, at least 42,733 individuals or 9,743 families are inside 62 evacuation centers. As reported by DSWD, most of the evacuees are in Cagayan de Oro City and Iligan City.</p>
<p>The death toll also rose from about 700 to at least 957. Most of the deaths recorded are from Region X, specifically in the provinces of Bukidnon, Lanao del Norte, and Misamis Oriental.</p>
<p>Three of the hardest-hit areas are Dumaguete City, Iligan City and Cagayan de Oro City. Currently, two CDNR teams are deployed assessing the situations in the cities of Iligan, Cagayan de Oro, and Dumaguete. <p>CNDR is currently mobilizing cash and in-kind donations. Needed for in-kind donations are items for waste management, water, sanitation and hygiene kits, ready-to-eat food packs, clothing, kitchen utensils, tents/temporary shelter, blankets, mats, and mosquito nets.</p>

			<content:encoded><![CDATA[<p>As the floods in Mindanao recede, the affected population continue to return to their homes. As of July 16, about 2,470 families are inside 19 evacuation centers in in Regions XII and ARMM. Meanwhile, the municipalities of Mother Kabuntalan and Northern Kabuntalan in Maguindanao remain flooded.</p>
<p>The extent of damage due to flooding still calls for everyone to take part as the houses and livelihoods of the victims are severely affected.</p>
<p>According to UN Office for the Coordination of Humanitarian Affairs (UN OCHA), the government officially requested for food assistance for 495,386 beneficiaries in Maguindanao, Cotabato City, and Lanao del Sur. The Provincial Agricultural Office of Maguindanao also reported 11,197 farmers from 26 municipalities were affected by the recent floods placing the amount of crops lost to an estimated Php84.9 million (as of July 5). Safe drinking water and hygiene kits remain as gaps in evacuation centers. Meanwhile, a total of 16 schools are submerged in floods with more than 14,000 children without access to regular education services, particularly in Maguindanao.</p>

<p>CNDR, in coordination with the Office of the Presidential Adviser on the Peace Process (OPAPP), is mobilizing cash and in-kind donations for the relief of the affected families in Maguindanao, North Cotabato, and Cotabato City.  Immediate needs are:</p>
<ul><span style="color: #ffffff;">&nbsp;</p>
<li>Food  for families that have returned to their area of origin</li>
<li>Non-food items such as cooking pots and implements, bowls &amp; spoons and ladles, mats and mosquito nets, and sanitation and hygiene kits</li>
<li>Drinking water for families inside evacuation centers</li>
<li>Medicines for diarrhea, flu, cough and fever</li>

<p>CNDR is also mobilizing resources for the recovery and rehabilitation of the affected communities. For medium and long term assistance, needed are assistance for the flood-affected farmers, repair and rehabilitation of schools, and shelter repair kits.</p>

Climate models showed that the  July- August-September rainfall are likely to exhibit near normal to below normal rainfall condition in most areas of the country. For July, most areas of the western section of Luzon including Southern Tagalog region and western Mindanao will likely experience below normal rainfall condition. The rest of the country is expected to have near normal rainfall values. However, heavy rainfall and strong winds that may cause flooding and landslides should not be discounted during this period.  Monsoon breaks are expected to occur during this period giving warm and sunny weather in some affected areas of the country, as the North Pacific high pressure ridge strengthens.  Weather systems likely to affect the country during the period are the intertropical convergence zone (ITCZ), low pressure areas (LPAs), ridge of high pressure area (HPA) and 7 to 10 tropical cyclones .</p>
<p>Gradual recession of rain associated with the SW monsoon is expected during the later part of September and the start of the transition period from the southwest (SW) monsoon to the northeast (NE) monsoon season is likely.</p>

<p>On June 28, a flashflood occurred in Davao City due to heavy rains which caused the overflowing of Pangi River. Floodwaters subsided morning of June 29.</p>
<p>The Sangguniang Panlungsod declared a State of Calamity in the villages affected by flood late Wednesday to allow the city government to use portions of its calamity fund to help the affected families of Matina Pangi, Matina Crossing, Matina Aplaya, and Bangkal.</p>
<p>As of 6AM today, a total of 12,746 families from 46 areas in towns of Talomo Proper, Matina Crossing, Matina Pangi, and Matina Aplaya (5,250 from Talomo Proper, 5,660 from Matina Crossing, 500 from Matina Pangi, 32 from Ma-a, and 1,304 from Matina Aplaya, according to NDRRMC) were affected.</p>
<p>Also according to NDRRMC, some 264 homes are damaged, and the agency pegged the damages at P11,000,000.</p>
<h1><strong>Casualties</strong></h1>

<h1>Overview</h1>
<p>On June 21, a low pressure area located East of Visayas developed into a tropical depression and was named &#8220;Falcon.&#8221; TD &#8220;Falcon&#8221; has maximum sustained winds of 55 kph near the center and moved West Northwest at 19 kph. The following day it has intensified into a tropical storm and slightly accelerated. Public Storm Warning Signal #1 (PSWS) was hoisted over Isabela, Cagayan, Calayan Group of Islands, Babuyan Group of Islands, and Batanes Group of Islands.</p>
<p>On June 23 &#8220;Falcon&#8221; merged with another low pressure area and continued to enhance southwest monsoon. Public Storm Warning Signals were lowered on June 24 as &#8220;Falcon&#8221; moved away from the country.</p>
<p>As &#8220;Falcon&#8221; continued to move away from the country, it gained more strength and enhanced the Southwest Monsoon and occasional rains over western section of North and Central Luzon.</p>
<h1>Effects</h1>
<p>&#8220;Falcon&#8221; caused several flooding and landslide incidents in NCR, Region III, and Region V.</p>
<p>In Metro Manila alone, 36 barangays from cities of Valenzuela, Las Piñas, Makati, Marikina, Pasay, Pasig, Quezon, San Juan, Manila, and in Malabon experienced flooding ranging from gutter to waist-deep level.</p>
<p>Six occasions of tornado incidents were also reported, five of which are in NCR, while one in Brgy. Guintas, Barotac Nuevo, Iloilo.</p>
<p>All in all, a total of 370,459 families or about 1.7 million individuals in 1,188 barangays of 91 municipalities and 21 cities in 12 provinces from 5 regions were affected by floodings (NDRRMC report, as of July 1, 6AM). Bulk of the affected population are from Region III.</p>
<p>As of today, 593 families are still housed in 19 evacuation centers: 58 families in 5 evacuation centers (ECs) in Taguig and Valenzuela City, 8 families in 1 EC in Bulacan, 88 families in 5 ECs in Pampanga, 388 families in 5 ECs in Tarlac, 48 families in 2 ECs in Zambales, and 3 families in 1 EC in Batangas.</p>
<h1>Casualties and other damages</h1>
<p>Yesterday, the death toll from &#8220;Falcon&#8221; rose to seven. According to NDRRMC, the deaths were all due to drowning. Meanwhile, 12 persons are reported still missing and 4 are injured. The missing persons were:</p>

<li><span style="color: #ffffff;">Jonsy Rodrigez from Brgy San Vicente, Virac, Catanduanes</span></li>

<p>Meanwhile, the estimated loss on agriculture and infrastructure amounted to P417.4 million. The estimated cost of damages to infrastructure in Albay and Zambales were placed to P30.8 Million, while the damages to agriculture in Regions III, IV-A, and V amounted to an estimated P386.5 million. As of press time, the Department of Agriculture sustained to P104,283,657.00 estimated worth of damage to rice crops in Pampanga (PIA Region III).</p>
<h1>Cost of Assistance</h1>
<p>The affected local government units provided assistance to its constituents amounting to P22.3 million while DSWD provided an estimated P4.8 million-worth of assistance. All in all, the assistance provided to affected families amounted to an estimated P28.1 million.</p>

<strong>Situation Overview</strong></p>
<p style="text-align: left;">On June 17, 2011, a low pressure area east of Mindanao developed into a tropical depression and was given the name &#8220;Egay. &#8221; The disturbance moved in northwest direction and exited the country on June 20.</p>
<p style="text-align: left;">Public storm warning signals were raised over some provinces in Regions I, II, V and CAR, and in Northern Samar. All the warning signals were lowered on the afternoon June 20.</p>
<p style="text-align: left;">Meanwhile, as of 11:00 AM today, all the dams monitored by PAGASA are below Critical/Spill Level.</p>
<p style="text-align: left;"><strong>Effects of &#8220;EGAY&#8221;</strong></p>
<p style="text-align: left;">Several flooding and landslide incidents have occurred mostly in Central Luzon. NDRRMC reported a total of 26 barangays from Bulacan, Bataanand Pampanga were flooded, while 3 barangays in Olongapo City experienced landslides. The flood incidents recorded were 6 inches to knee-high deep. The landslide incident on the other hand, prompted evacuation for at least 13 families. As of 4:00 PM yesterday, only 1 family went home.</p>
<p style="text-align: left;">&#8220;Egay&#8221; left three casualties in Bataan and Olongapo City with one dead and two missing.</p>
<p><strong>Responses from the Government</strong></p>
<p style="text-align: left;">NDRRMC monitored the weather disturbance and its effects, and disseminated information to the regional DRRMCs, regional OCDs and provincial DRRMCs. The Philippine Coast Guard also monitored the situation and rendered assistance to stranded passengers in Aparri, Cagayan. DSWD, on the other hand, prepositioned a total of P1.3M standby fund and an amount of P36.82M for relief supplies in Regions I, II, V, CAR and NCR.</p>
<h1 style="text-align: left;"><span style="font-family: verdana, sans-serif;"><strong>Weather Update</strong></span></h1>
<p style="text-align: left;">The weather bureau is currently monitoring a tropical depression located 670 km East of Borongan, Easter Samar. The tropical depression, with a name of &#8220;Falcon,&#8221; has a strength of 55 kph near the center and is moving west northwest at 19 kph. By Friday morning, it is expected to be 350 km East Basco, Batanes.</p>
<p style="text-align: left;"><strong>Forecast: </strong>TD &#8220;Falcon&#8221; and TD &#8220;Egay&#8221; are expected to bring occasional rains over the country becoming widespread over the western section of Luzon. The western sections of Northern and Central Luzon will experience monsoon rains. Meanwhile, the rest of the country will be mostly cloudy with scattered rainshowers and thunderstorms.<br />
