Rondez, Capt. Pablito E. Paran, Ms. Hilda Tabar-Cleofe and Mr. Jose B. Gaipe

A Memorandum of Agreement was signed for the Noah’s Ark Project in Barangay Tubod, Iligan City between CNDR, Iligan City Disaster Risk Reduction and Management Council Office (CDRRMO), Barangay Council of Tubod and Tubod Elementary School (TES) on March 29, 2012 at Tubod Barangay Hall. Noah’s Ark Project aims to save lives resulting to zero casualty during times of disaster by making preparedness a lifestyle and building the resiliency of communities most vulnerable to the hazard of flooding.

Noah’s Ark project is part of CNDR’s assistance for the victims of Typhoon Sendong that hit 32 barangays in Iligan City last December 17, 2012. The project is being implemented with the support from CNDR members. With Noah’s Ark in Barangay Tubod, families are hopeful that they will be better prepared to cope with the effects of flooding and will no longer face the same extent of damage they experienced because of Typhoon Sendong.

Representatives during the MOA signing were CNDR Executive Director Hilda Tabar-Cleofe, Iligan CDRRMO Head of Operation Unit Mr. Jose B. Gaite on behalf of Iligan CDRRMO Department Head Mr. Arnel P. Bendijo, Barangay Captain Pablito E. Paran, and TES Principal Ms. Irene B. Rondez.

Signing was witnessed by Kagawad Gregorio M. Malig-on and Kagawad Alan J. Cosingan. Also in attendance were Aprilyn M. Villamar and Steve Allan C. de Silva Project Consultants for Noah’s Ark Project in Barangay Tubod, Iligan City and Brgy. Macasandig, Cagayan de Oro, respectively. The Noah’s Ark Project will be implemented in Barangay Tubod from March to August 2012.

Safe drinking water and hygiene kits remain as gaps in evacuation centers. Meanwhile, a total of 16 schools are submerged in floods with more than 14,000 children without access to regular education services, particularly in Maguindanao.

Normal climate pattern during this period is characterized by the peak of rainfall activity associated with the southwest monsoon “Habagat” season and likewise the peak of tropical cyclone occurrences. Climate models showed that the July- August-September rainfall are likely to exhibit near normal to below normal rainfall condition in most areas of the country. For July, most areas of the western section of Luzon including Southern Tagalog region and western Mindanao will likely experience below normal rainfall condition. The rest of the country is expected to have near normal rainfall values. However, heavy rainfall and strong winds that may cause flooding and landslides should not be discounted during this period. Monsoon breaks are expected to occur during this period giving warm and sunny weather in some affected areas of the country, as the North Pacific high pressure ridge strengthens. Weather systems likely to affect the country during the period are the intertropical convergence zone (ITCZ), low pressure areas (LPAs), ridge of high pressure area (HPA) and 7 to 10 tropical cyclones .

Gradual recession of rain associated with the SW monsoon is expected during the later part of September and the start of the transition period from the southwest (SW) monsoon to the northeast (NE) monsoon season is likely.
