Situation Report # 3: Floods and Landslides in Regions II, III, and CAR

There is a significant rise on the number of victims in floods and landslides on North and Central Luzon which started last week.

Continuous heavy rains triggered the floods and landslides affecting hundreds of thousands families and dealing millions-worth of damage to agriculture in provinces still recovering from effects of last month’s typhoon.

As of November 9, 6 am, a total of 107,452 families or 450,673 persons from 541 barangays in six provinces in Regions II, III and Cordillera are affected, with 967 families still inside 22 evacuation centers. Bulk of the affected came from Tuguegarao City in Province of Cagayan.

At least 14 people are killed, two are injured and 2 are missing in this floods and landslides. Most of the deaths recorded are due to landslides or drowning.

Meanwhile, as of 9 AM today, no province is under the Flood Watch of Pagasa.

Damage to agriculture

In Cagayan and Isabela, a total of 30,092 hectares of palay and corn are damaged with estimated cost amounting to PhP313,749,207.00. Also an estimated 7,717,270 pcs. of fingerlings and marketable fish or PhP88,564,213.00 are damaged in Cagayan, Isabela.

In Aurora, on the other hand, “57 hectares of rice, 19 hectares assorted vegetable, fruit trees and 2 hectares
fishery amounting to PhP 2,439,364 were damaged,” according to NDRRMC.

Summary of Cost of Assistance

The Department of Social Welfare and Development (DSWD) provided assistance to Isabela and Cagayan costing about 1,588,800.00. The local governments of Cagayan, Isabela, Aurora, Apayao, and Kalinga gave assistance to their respective provinces amounting to 8 ,432,708.00. As of today, no other help from other agencies are reported.

DSWD also has pre-positioned a total of PhP15.4 million standby funds for the affected regions, available for the augmentation of support.

Status of Roads

As NDRRMC reported, the following roads are closed:

  1. Some sections of Cagayan-Apayao Road closed to traffic due to landslide, floodwaters or the bridges are washed out.
  2. Cabagan-Sta. Maria Overflow Bridge – Km. 451+462 (Isabela Province) closed to traffic due to 5-meter deep floodwater
  3. Ilagan-Bigao-Palanan Road Km. 418+800 Rang-ayan, Ilagan closed to traffice due to landslide.
  4. Dipaculao-Dinadiawan-Quirino Province National Road – Not passable due to washed-out temporary bridge at Brgy. Maria Aurora, Aurora
  5. Baler-Villa-Bongabon National Road – Not passable due to washed-out temporary bridge at Brgy. Maria Aurora, Aurora
  6. Conner-Cabugao Road in Apayao (Lenning Section, Matalag Section) – closed to traffice due to intermittent slides
  7. Claveria-Calanasan Road – Km. 663+100-663+140; Km. 663+800-663+658 (in Apayao)- closed to traffic due to intermittent slides
  8. Some sections of Balbalan-Pinukpuk Road in Kalinga – Closed to traffic due to slides and roadslips
  9. Lubuangan-Batong Buhay-Abra Road – Km. 476+200-458+400 – impassable due to landslides
  10. Mt. Province Bdry-Calana Road in Kalinga – closed to traffic due to intermittent slides

Magat Dam

As of 6 am today, Magat dam is at 193.11 meters, 0.11 meters above spilling level. Today, only one gate is opened at 1 meter high.
